Today I want to connect to my VPN, but to find that there is not any VPN in my Networks list.
I work in win8.1 and had set up the VPN connection for a long time. I used it last week, but today it disappeared.
Then I google this issue for solutions. And after checking some invalid solutions such as turn on Telephony service, turn on RRAS service, I remembered that I had turned the OneDrive off last week. I had tried some wrong way before turning it off. Maybe these cause this VPN issue.
Yes, it’s right.
I turn off the Network List Service and reboot, the VPN comes back and works.

And there is thr right way to turn off OneDrive in Win8.1:
(Edited from How to Disable SkyDrive / OneDrive Integration in Windows 8.1)

  1. Win8.1 Home Edition:
  • Open up the Registry Editor by using the WIN + R key combination, entering regedit.exe, and hitting enter. Then, navigate down to HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows.
  • You will probably need to create the OneDrive key as shown on the left-hand side of the screenshot below by right-clicking on Windows and choosing New -> Key. Once you’ve done that, create the DisableFileSync key on the right-hand side, and give it a value of 1.
  • Reboot.
  1. Win8.1 Pro:
    • Launch Group Policy Editor by pressing the WIN + R simultaneously, typing gpedit.msc and hitting Enter.
    • Beneath the Local Computer Policy section, navigate to Computer Configuration\Administrative Templates\Windows Components\OneDrive and then double click the entry labeled Prevent the usage of OneDrive for file storage to the right.
    • Select Enabled and then click OK.
    • Reboot.

My operation is Win8.1 pro. I used the second way and it works.
Good luck.
